Job Description: The HR/Benefits Manager is responsible for the administrative execution of Latina Institute’s human resources program, including benefits administration, recruitment coordination, human resource information system (HRIS) and database quality assurance, file and records maintenance, and other personnel and administrative functions as needed. This position is ideal for an HR generalist with strong knowledge and experience managing benefits. Bilingual capability (English/Spanish) is required.

Location: New York City/Washington D.C.

Essential Duties and Responsibilities:


  • Assist with development of employee benefits strategies which are consistent with Latina Institute’s short- and long-term goals.
  • Administer employee benefits programs, including enrollment, change and termination processing; set up and manage benefit plans in the HRIS system; manage open enrollment process; audit vendor invoices and submit to finance for payment; manage 5500 and ACA reporting and COBRA events, and submit worker’s comp claims.
  • Manage leave administration for STD, LTD and Latina Institute paid leave.
  • Act as liaison with the organization’s insurance broker and individual insurance companies to alleviate procedural difficulties and assist with troubleshooting issues on employee’s behalf.
  • Ensure city, state and federal regulatory compliance, including FLSA, FMLA, ADA, etc.
  • Serve as the primary point of contact for employee inquiries.

HR General Duties:

  • In conjunction with the Director, implement a strategic human resource plan to support organizational goals.
  • Partner with Hiring Managers to manage the organization’s recruitment process and maintain the Applicant Tracking System, ADP Workforce now.
  • Implement new hire orientation, onboarding and off-boarding processes and ensure information is accurately entered into the HRIS system.
  • Arrange and conduct employee informational sessions/presentations as needed.
  • Manage performance management schedules for ninety (90) day and annual evaluation process.
  • In collaboration with the Director, research and coordinate staff trainings to enhance the knowledge base, and professional development, of employees.
  • Maintain organization and employee data for reporting purposes and conduct routine audits.
  • In conjunction with the Director, review organizational policies and procedures on an annual basis and distribute Latina Institute personnel handbook/policy procedures manual and benefits summary document.
  • Ensure the confidentiality of all employee information and records.
  • Provide administrative support as needed.
  • Other duties as assigned.


  • Bilingual (English/Spanish) required.
  • Bachelor’s Degree in a human service, business or related field is required.
  • PHR, SHRM-CP or CEBS a plus.
  • Minimum five (5) years human resources management/employment services experience.
  • Experience with database applications, including payroll and/or HRIS systems required. Experience with ADP Workforce Now a plus.
  • Strong working knowledge of all aspects of benefits administration is required including health and welfare benefits, leave administration, retirement and ACA reporting, and COBRA management.
  • Customer focused with the ability to effectively interact with all employees.
  • Strong interpersonal skills and sensitivity to employee/client confidentiality and other issues common for a human resources/human services setting.
  • Superior verbal and written communication skills.
  • Self-motivated, takes initiative, follows up and exercises sound judgment.
  • Organized and able to handle multiple tasks at once, track details and strategically and diplomatically prioritize demands; attention to detail is a must.
  • Strong computer proficiency, including MS Office365. Ability to run reports and analyze data using formulas and charts is required.
  • Demonstrated ability to work with individuals of diverse races, identities, ethnicities, ages, gender and sexual orientations in a social justice driven, multicultural environment.

  • Ability to travel 30% of the time as needed.
